The use of force in law enforcement is a dynamic and necessary element of the profession. It is essential that an organizational program is designed to ensure officers recognize immediate dangers, immediately determine mitigation opportunities, and employ force correctly when necessary. It is critical that supervisory oversight occurs in the field and immediately after force is utilized. Then, it is vital for mid-level leadership to conduct meaningful reviews discussing observations both downward to the officers involved and upward to others. That information cannot sit stagnant.  It must be incorporated into future training, policy updates, and command staff reviews. To protect our people, safeguard our agency’s image, and best serve the communities we protect, all levels of the organization must be actively involved. This program focuses on these endeavors.

COURSE DESCRIPTIONS:

Use of Force (Level 1): Law Enforcement Essentials

  • This one-day course is the use of force overview all officers’ need. It moves beyond general orders, policy and state mandated training and moves in to the ‘why’ behind the laws. This class provides the foundation by which all force situations will be examined. It is critical that all officers at all levels attend and understand this foundational basis.

Leve 1 Topics

  • Foundational Case Law associated with use of force in law enforcement
  • Threat identification, immediate classification, and appropriate tactical handling
  • Identification escalation factors and avoidance
  • Recognition of de-escalation opportunities and tactics to employ them
  • Proactive Duty to Intervene techniques
  • After-Incident treatment & care
    • “Next Level” Documentation & Report Writing

Level 1 Pre-Requisites:

  • Active member of a law enforcement organization or sponsored to attend by a law enforcement organization or training academy

Use of Force (Level 2): “Next Level” Leadership & Training

  • This is the second level in the Use of Force Trilogy. This one-day course builds upon areas discussed in Level 1. The course moves into the preparation of our members to effectively handle force-related situations, discusses supervisory oversight when an incident occurs, reviews scene management for incidents that do occur, and covers the executive-level responsibilities of community trust before, during and after a situation occurs.

Course Pre-Requisites:

  • Active member of a law enforcement organization or sponsored to attend by a law enforcement organization or training academy
  • Recommended that you have a certificate of attendance from Level 1 and/or previously attended a J. Harris Use of Force course or other equivalent.

Use of Force (Level 3): Meaningful Reviews & Organizational “Best Practices”

  • This is the third level in the Use of Force Trilogy. This one-day course builds upon areas discussed in Levels 1 and 2. The course discusses the ongoing evolution of force-related events and how organizational leadership can utilize lessons learned from every situation to enhance our team and practices.
